, the team announced on Monday. Howard visited with the Raiders earlier in the day, and his signing comes just a week after the Raiders traded starting All-Pro tight end Darren Waller to the New York Giants.

Howard, a first-round pick of the Tampa Bay Buccaneers in 2017, has played 72 games with 56 starts in his career, recording 129 catches for 1,882 yards and 17 touchdowns. Last season, he played for the Houston Texans and had 10 catches for 145 yards and two touchdowns.

Willis, who joined the 49ers in a mid-2020 trade with the New York Jets, appeared in 26 regular-season games and six postseason contests for San Francisco. He had 27 tackles, 7.5 sacks, two forced fumbles, and a fumble recovery in the regular season outings and five tackles in the playoffs.

Johnson was a sixth-round pick of the Bills in 2019 and has played in all of Buffalo’s regular-season games over the last two seasons, mainly on special teams. He did, however, play 22 percent of the club’s defensive snaps in 2022, starting three contests. Johnson has played 60 games with four starts and recorded two career interceptions.

The Raiders finished the 2022 season with a record of 6-11, missing the playoffs under new coach Josh McDaniels.
